CAV (Certification, Authentication and Verification) is one of the requirements needed for POEA to authenticate and verify an individual’s educational attainment. A certificate is issued once the education background is verified.

For college graduates, you can secure your CAV or Certificate of Authentication and Verification from the CHED office NCR or from the CHED office in the provinces, depending on where your school is located.

For High School Graduates, you can secure your CAV from DECS NCR - (located at the back of SM City - Annex, Quezon City or from any DECS offices in the provinces depending on where your school is located.

TESDA requirements and procedures
Bring the original and photocopies of the following:
1. Diploma
2. Transcript of Records
3. Special order # issued by TESDA (given when you complete your course)

For TESDA graduates, bring the documents to the provincial, regional or district office of TESDA which has jurisdiction over school falls. For additional information, you may also call (632) 817-4076.

Your CAV will be issued within 10 - 15 working days.

    What am I going to do about my CAV? Because I graduated a degree in Manila then I take another Diploma in Australia. Would I get CAV from my course here in Australia? Or what should I show as my CAV to POEA? Thank you.

    hi, Thank you. I did check the website and I read the requirements. What does it mean that they need certification from employer that the applicant undergone studies abroad? And it also stated that need to have S.O? because of having diploma abroad I am beginning to confused.. Is it alright that I just submit my philippine credentials? Thank you.

    Good day mam, I am planning to get a SIRB and I read that one of the requirement is CAV from CHED or DECS, I am a college graduate of commerce but with a 1.5 unit of back subject that needs to be completed because it was incomplete, I will be able to secure a certificate of grades only but with no diploma, my question is should I get a CAV from CHED or from DECS instead because of the said incomplete subject. thank you for all the information you shared and please reply soon to my e-mail address..thanks.

    You can get your SIRB or Seaman’s Book now without CAV. you only need to present your SOLAS training certificate, birth certificate from NSO, latest NBI (for seaman), passport pictures, and 800 pesos processing fee for regular. You would only need your CAV when you and your employer apply for SRC (Seafarer Registration Certificate). I believe this is the last stage when you already have an employer and your agency is preparing for your departure. For the meantime, get the seaman’s book or SIRB.     About your CAV, I believe you would only present your certificate of grades if you are undergraduate and cannot produce a diploma…check the CAV request letter from ched website, http://www.ched.gov.ph/services/students/cav.html.

    hello there!

    they said i need cav for applying seaman’s book, my problem is i don’t have my diploma anymore it was destroyed by termites in our old house, it is possible issue cav for me even i don’t have my diploma? just the form 137 only and the other certifications?
